RADCO is a nationally recognized testing laboratory, listing and quality control inspection agency headquartered in Long Beach, California, with branch offices in Goshen, IN, Phoenix, AZ, Tampa, FL, and Seagrove, NC.
Founded in 1967 as a service oriented engineering company, RADCO established its test laboratory and listing capability in early 1970. Additionally, RADCO provides plan check and inspection services for factory built structures (including recreational vehicles) under numerous federal and state programs which recognize third parties. RADCO is the largest independent third party agency in the HUD manufactured home program.
RADCO has extensive experience in third party approval programs for gas systems and special flame effects used in the entertainment industry. RADCO's key personnel have served as expert witnesses on numerous legal cases dealing with building system(s) performance, code interpretations, gas appliances and other applications.

Recognition:

RADCO is recognized as a Testing Laboratory (TL-209 http://www.iasonline.org/PDF/TL/tl-209.pdf ) and as a Quality Assurance Inspection Agency (AA-650 http://www.iasonline.org/PDF/AA/aa650.pdf ) by the IAS (International Accreditation Service, Inc.). These approvals supersede RADCO's previous approvals from the NES and the ICBO-ES. Both of RADCO's IAS approvals are recognized internationally. This recognition means that RADCO's test reports and QA inspections are fully accepted in other major countries around the world, including Canada, Mexico, countries in Asia such as Japan & Korea, countries in Europe, etc.

RADCO's provides a product listing service with followup inspections and it's testing and listing capabilities are recognized by many Cities, Counties and States, including California, Arizona, Washington, City and County of Los Angeles, City of Denver, etc.

RADCO is an administrator for the Society of the Plastics Industry (SPI) 'Accu-R' program for Expanded Polystyrene Insulation and for the HUD Use of Materials Programs, UM 71A and UM 101.

RADCO is fully approved by HUD as a DAPIA (plan review agency) and IPIA (inspection agency) in the federal Manufactured Housing program. RADCO also serves on the HUD Manufactured Housing Consensus Committee (MHCC) and is the only DAPIA/IPIA or Testing agency to do so. RADCO is also fully recognized as a 3rd Party plan review and inspection agency for factory built (modular) residential and commercial structures by the IBC (Industrialized Building Commission) and all states with such programs.

Michael L. Zieman, P.E.

Mr. Zieman graduated with honors from California State Polytechnic University at Pomona with a B.S. degree in Mechanical Engineering and has been a Registered Professional Mechanical Engineer since 1976. He has 36 years experience in manufactured/modular housing and commercial structures, RV's and the building materials industries, including thermal, mechanical, structural, fire protection and electrical systems design, testing and evaluation. In 2002 he was appointed by HUD Secretary Martinez to serve on the Manufactured Housing Consensus Committee (a 21 member Federal Advisory Group) as the only 3rd party / testing laboratory representative so appointed and has chaired the MHCC's Standards Subcommittee since its inception. Mr. Zieman was chair of the NFPA 501 Manufactured Housing Mechanical Committee for more than 10 years, served on three other NFPA 501 committees and the NFPA 501 Correlating Committee and is also a member of NFPA/NEC Panel 19 on Manufactured Homes, RV's and Park Trailers. For eight years he chaired the Manufactured Housing Technical Exchange Group where and has served on numerous other technical committees and code writing bodies. He has extensive experience in litigation as an expert consultant and witness in many areas including building codes, industry practice, engineering, etc.

Mr. Johnson holds a Bachelor's Degree in Architecture and Urban Planning from Princeton University in New Jersey. He has been working in the manufactured building industry (modular, commercial and HUD code) since 1980, with prior experience in construction and building code enforcement. His areas of expertise include code applications and the evaluation of quality control programs.

William P. Roeling

Mr. Roeling holds a BA degree from Tulane University and a Master's Degree in Business Administration from Louisiana State University in New Orleans, Louisiana. He has been involved in the construction industry continually since 1976. His experience in the construction industry covers sales, marketing and management on both a regional and national basis. His area of expertise is the development new business markets. He is actively involved in several construction industry associations: ASTM, EIMA, NMEDA and SIPA.

Sanjay "Jay" Mishra

Mr. Mishra holds a Masters Degree in Technological Systems Management from the State University of New York, and a Bachelors Degree in Mechanical Engineering. His background includes research and development in computer systems management, machine design and production of CNC machine tools and various engineering projects involving industrial management and research. His responsibilities at RADCO include all phases of laboratory management, to structure, setup, analyze, evaluate and report on physical compliance testing. He is the liaison to code bodies and other regulatory agencies.

Rick Marchman

Mr. Marchman has been with RADCO since 1981 and is responsible for the DAPIA evaluation section. He holds a Bachelor of Science degree in Management from the University of San Francisco. His prior experience has been with both site builders and manufactured housing manufacturers. With over 20 years experience in engineering and architectural practices, he has had responsibilities in code applications in home and systems design and engineering, as well as quality control. Mr. Marchman has been certified by the Council of American Building Officials as a "Building Official."

Mr. Hagan has worked in the field of third-party product evaluations for 10 years, and has been with RADCO since 2004. He has extensive expertise in the evaluation of gas-fired and HVAC equipment, equipment installed in Hazardous Locations, unlisted appliances, and gas flame effects used in the entertainment and theme park industries (examples include the Las Vegas Strip & Universal Studios Hollywood). He holds a Bachelors Degree in Mechanical Engineering from Rensselaer Polytechnic Institute, and is pursuing a MS degree in Fire Protection Engineering from Worcester Polytechnic Institute. He is both a Registered Professional Mechanical Engineer and is a Certified Gas Engineer through ASGE.

Mr. Waldman holds a Bachelor's Degree in Engineering from the University of California at Los Angeles, and is a Registered Engineer in the State of California. He has been actively involved in the building industry since early 1970. His experience as a consultant covers the development of production methods, quality control systems, and general systems development with application in marketing and assignment in overseas areas including England, Denmark & Sweden.
